Der Iran meldete Explosionen in Sirik, Bandar Abbas, auf Qeshm Island, in Shiraz und Isfahan; die Revolutionsgarden (IRGC) beanspruchten Vergeltungsschläge auf Ziele in Kuwait (HIMARS-Systeme, Radaranlagen, ein Telekommunikationszentrum, ein Drohnenhangar) sowie auf Luftabwehr in Bahrain. In der Straße von Hormuz wurden zwei griechische Tanker getroffen, ein weiterer Tanker vor Oman musste evakuiert werden; die Huthi-Miliz erklärte eine Blockade gegen Saudi-Arabien, eine neue Eskalationsfront. Parallel dazu legten Katar, Ägypten, Pakistan und Oman den USA und dem Iran am 20. Juli einen zehntägigen Waffenstillstandsvorschlag vor, der eine Rückkehr zu den Positionen vor dem 9. Juli als ersten Schritt zur Wiederaufnahme von Verhandlungen und zur Öffnung der Straße von Hormuz vorsieht (Axios, The New Arab); keine der beiden Seiten hat den Vorschlag bislang angenommen. Overnight into 21 July, US forces struck military command centres, missile and drone sites and air-defence systems in Iran for the tenth consecutive night (Al Jazeera). Iran reported explosions in Sirik, Bandar Abbas, on Qeshm Island, in Shiraz and Isfahan; the Revolutionary Guards (IRGC) claimed retaliatory strikes on targets in Kuwait (HIMARS systems, radar installations, a telecommunications centre, a drone hangar) and on air defences in Bahrain. In the Strait of Hormuz, two Greek-owned tankers were struck and another tanker off Oman had to be evacuated; the Houthi militia declared a blockade against Saudi Arabia, opening a new front of escalation. In parallel, Qatar, Egypt, Pakistan and Oman presented the US and Iran with a ten-day ceasefire proposal on 20 July, envisaging a return to pre-9 July positions as a first step toward resuming talks and reopening the Strait of Hormuz (Axios, The New Arab); neither side has accepted the proposal so far. Brent crude stood at 88.52 US dollars a barrel on 21 July, 0.78 percent below the previous day's level (tradingeconomics.com).

The 25 percent tariff finalised by USTR on 15 July on numerous Brazilian goods categories takes effect on 22 July, tomorrow; roughly 2,100 products worth about 11 billion US dollars in trade are exempted (including coffee, beef, avocados, Brazil nuts, oil, aircraft parts). In parallel, the separate Section 301 investigation into forced-labour practices covers 60 economies: per USTR's 2 June determination, Brazil is among the 44 countries in the higher, proposed 12.5 percent tier, not the lower 10 percent tier that includes Mexico, Canada and the EU (Agência Brasil, O Tempo). The comment period closed on 6 July; a final decision was still pending on 21 July but is expected, per law-firm analyses, before 24 July, the day the temporary global 10 percent Section 122 surcharge expires by statute. New: on 19 July the Brazilian government rolled out a BRL 13 billion (about 2.5 billion US dollars) financing package to cushion the tariff impact, comprising BRL 9bn in rural credit, BRL 3bn in debt refinancing and a BRL 270m sugarcane subsidy for the Northeast, plus a requested additional BRL 7.5bn BNDES credit line; terms run 20 years including a four-year grace period, at interest rates of 7.9 to 13.5 percent, below the 14.25 percent Selic policy rate (LatinFinance/Folha de São Paulo).

Mexiko hat eine 13-Punkte-Agenda vorgelegt, deren Kernforderung die Abschaffung oder zumindest deutliche Senkung der Section-232-Zölle auf Stahl, Aluminium und Autos für die Dauer des Abkommens ist. The third bilateral negotiating round under the USMCA/T-MEC joint review began on 21 July in Mexico City and runs through 23 July; USTR Ambassador Jamieson Greer leads the US side, Economy Secretary Marcelo Ebrard the Mexican side, with steel/aluminium and their derivatives, automobiles, economic security, labour, agriculture and electronic payments on the agenda; Greer is also meeting President Sheinbaum at the National Palace (USTR). Mexico has submitted a 13-point agenda whose core demand is the elimination or at least significant reduction of Section 232 tariffs on steel, aluminium and autos for the duration of the pact. President Sheinbaum played down the significance of the annual review rounds themselves on 20 July (“they don't help the US, Canada or Mexico”); her goal is to reach agreements in this first review year so that subsequent years become mere compliance checks (El Informador). On 19 July, Mexico had already offered pre-round concessions on deforestation, wastewater treatment and export controls (Infobae). No outcome from the first day of talks was available at the time of writing.

The EU's new steel safeguard regime (in force since 1 July) cut the EU-wide duty-free quota by 47 percent to 18.3 million tonnes a year and doubled the out-of-quota duty to 50 percent across 26 product categories (IndexBox). Brasília insists no agreement on compensation was reached and calls the EU measure unilateral; per IndexBox, both sides have at the same time signalled an intent to keep negotiating. Brazil's previously reported country quota of about 227,000 tonnes of finished steel (Agência Brasil, DatamarNews) and the exemption for slabs and billets remain unchanged.

The government resumes its reform agenda this week with an announced fiscal-reform push.
